Councilor-at-Large Winthrop Farwell, Jr. represents all residents of Brockton as a member of the Brockton City Council.

I make every attempt to keep residents informed of the many issues affecting the city and to represent their views in the legislative branch of city government - the City Council. If you call for assistance, I will return that call and provide help or refer you to the appropriate department.

How quickly the year 2024 passes by. The national elections are over. We welcome a new member of the state legislature representing Brockton. Representative-elect Bridget Plouffe was elected to succeed Representative Gerry Cassidy who is retiring. Bridget was chief of staff to Rep. Cassidy and has already formed many positive, working relationships with other legislators and state government leaders. She will be critically important to Brockton as we look ahead to many issues facing the city.

Finances continue to dominate city discussions as we look ahead to Fiscal Year 2026 budget preparations. The city’s chief financial officer, Troy Clarkson, recently earned his Ph.D. in organizational leadership and is closely monitoring all city revenues and expenditures. This is truly a team effort.

Significant progress continues on the new, $98+ million public safety complex which will co-locate four (4) city departments: the Central Fire Station, Brockton Police Headquarters, the Brockton Emergency Management Agency (BEMA) and our Information Technology Department. Roadwork to make Warren Avenue into two-way traffic with signalization improvements is part of this project. This project will transform the site of the old Brockton High School into a modern, revived area.
